Water Damage Restoration in Duval County, FL

Water damage restoration in Duval County means dealing with a river that can run nearly as salty as the ocean during a storm. We cover Jacksonville and the Beaches cities, about 50 to 60 minutes from central St. Augustine in normal traffic, with calls going straight to the owner. Flood rules, permits and water providers change at the Beaches city lines, so we start with your address.

St. Johns River Records: Irma, Matthew and Nicole

Plan for the river as much as the ocean. The National Hurricane Center called Irma one of the worst flooding events in Jacksonville's 225-plus year history, with flood water up to 5 feet deep in places. The gauge at the I-295 bridge peaked at 5.3 feet above normal high tide.

Salinity data tells the rest. A downtown station saw the river rise toward ocean strength as wind pushed seawater upstream, then rainfall runoff kept the level climbing after the salt fell back. Homes along the river can flood from either direction.

Matthew had already set a record at Mayport in 2016, and part of the Jacksonville Beach Pier washed away. Nicole added 3.82 feet at the Buckman Bridge in 2022, the same year Ian brought tidal flooding that closed roads in Riverside and San Marco. Our flood damage restoration work treats all of this as Category 3.

A Consolidated City, Plus Baldwin and the Beaches

Know which government you are under, since Duval has an unusual setup. Jacksonville and Duval County have been consolidated since October 1, 1968, so the city provides county services. Four places stayed separate: Jacksonville Beach, Neptune Beach, Atlantic Beach and Baldwin.

Everywhere else counts as Jacksonville. Before any permitted repair, we confirm whether your address goes to the city or to one of those four. JEA is the water utility name most residents see, but check your own bill. Jacksonville Beach gets water through city-owned Beaches Energy, Neptune Beach maintains its own water and sewer, and Atlantic Beach has a Public Utilities Department. Downed lines get reported to JEA, per the city's flood guidance.

Single-Family Streets Beside High-Rise and Garden Condos

Expect a mixed building stock. Census survey data for 2013 to 2017 counted about 264,000 single-family units, 117,000 multi-family units and 18,000 mobile homes. So the same county holds slab homes along I-295, older river neighborhoods and beach towers. The river side runs oldest: San Marco began in 1925, and Riverside's historic district is largely bungalows.

The structure changes the job. In a condo, the first questions are which units are wet and which shared walls carry the water. In a single-family home, we follow the water along the slab with a moisture map. Both end at the dry standard, the reading of unaffected materials in that same building.

Water Damage Restoration in Duval County: The Ed Ball Building and Your Flood Record

Start with the city's floodplain staff if your address is in Jacksonville. Development Services at 214 N. Hogan Street handles flood zone determinations, and it can supply copies of some Elevation Certificates for floodplain structures built since 1992. FEMA's Flood Map Service Center is the official online map.

Repair permits come from the Building Inspection Division in the same building. The city treats a project worth more than 50 percent of the existing building's value as a substantial improvement, handled like a new building. Our photos and itemized estimate give you real scope figures for that conversation.

Duval County questions

Is Jacksonville Beach part of Jacksonville for permits?

No. Jacksonville Beach, Neptune Beach, Atlantic Beach and Baldwin keep their own governments outside Jacksonville's corporate limits. Jacksonville Beach runs its own Building Division, for example. Everywhere else in Duval, the consolidated city handles what a county would. We check your address before permitted work is scheduled, and whoever performs that work pulls the permit.

What makes St. Johns River flood water harder to clean up?

It carries both salt and runoff, and it counts as Category 3 water either way. During Irma, river salinity at a downtown Jacksonville gauge climbed to about 30 parts per thousand before rain runoff took over. That means wet drywall and insulation in contact with it usually come out, and the remaining structure gets cleaned before drying.

Do you handle a leak that affects two Jacksonville condo units?

Yes, we can dry both units and keep separate moisture maps, photos and logs for each owner. That record lets the association, the owners and their insurers each see their share of the damage. Coverage and responsibility questions go to your insurer, a licensed public adjuster or an attorney. We document the loss and explain our own estimate.

How does your drive time work across a county this large?

Duval is about 50 to 60 minutes from central St. Augustine in normal traffic, and the far northside runs longer. We come up I-95 or along A1A through Ponte Vedra to reach the Beaches. Tell us your cross street when you call, and you will get an honest answer about timing instead of a promise.
