Three Feet Above the Tide on San Pablo Island
Think of this as a low island first and a neighborhood second. Vilano Beach is an unincorporated community on the southern tip of San Pablo Island, with 2,514 residents in the 2020 census and the Atlantic on one side and the river on the other. Water can arrive from either direction, and the storm record shows it.
Hurricane Irma left a high water mark 3.3 feet above ground near Vilano Beach, the highest of the marks surveyed in that area by the USGS. Matthew a year earlier spread sand overwash across roads here. Nicole's surge in 2022 surrounded homes near Surfside Avenue and partly collapsed A1A's northbound lane, per the National Weather Service. In the April 2023 nor'easter, a stretch of A1A along this coast narrowed to one lane, and a well-known Vilano house that had lost its dune took another hit.

The housing is mostly detached. Census survey data for 2013 to 2017 counted about 1,140 single-family units of about 1,300. Part-time ownership shapes the risk too: 28.7 percent of the 1,687 units counted in 2020 were vacant. Our home leak checklist is worth a read if yours sits empty for weeks.
Over the Usina Bridge: How a Visit Works
The drive is short, so most of what matters happens once we arrive. We come across from St. Augustine on the Francis and Mary Usina Bridge, then follow Vilano Road or Coastal Highway to your street.
- You call and speak with Dal Beggs or his son, at any hour for an emergency
- We stop the source, then read walls and floors with moisture meters and thermal imaging
- We photograph every room before demolition and draw a moisture map
- You receive a free estimate, then a written scope before heavy work
- We take daily readings until wet materials match unaffected ones

You will not get a sales pitch. We show up, assess the damage and give an estimate, then you decide.
Salt changes the plan on this island. If surge or river water got in, we clean the structure before drying, because salt left in a wall keeps pulling moisture from the air. We run LGR dehumidifiers with the house shut, since an island breeze only adds to the load.

Services for a Two-Shore Island

What customers say

“Very impressive service. Dal and his team responded to our call immediately and were out the same day to begin the remediation process. Would highly recommend 1Call Restoration.”
“Dal and his son are so compassionate and truly care about the human and do everything in their power to help your house back to normal. They were punctual and even showed back up to the house with any questions etc, I was very pleased with them and would recommend them to anyone who wants someone honest in this industry that unfortunately doesn’t have many honest companies in it. Dal and his crew have a customer life with us anytime we need their services.”
From Porpoise Point to the Town Center: Local Notes
Here is what is true on the ground, for anyone trying to place us. We cover Vilano Beach from Porpoise Point up through the town center and north along Coastal Highway, including the river side by the Vilano Beach Pier and the beach streets near Anahma Drive.
Permits for all of it go to St. Johns County Building Services. Drinking water notices along Vilano Road come from the St. Johns County Utility Department, though some county addresses in this area of the coast sit on other systems, so read your bill.

Flood zones vary by lot on a site this low. Before you plan repairs, look your parcel up in the county's Flood Zone Viewer. Our flood damage restoration page explains how zone, water category and drying plan fit together.
Flood Letters and Elevation Records for Low Island Lots
Get the paperwork before you price repairs on a lot this low. St. Johns County issues a FIRM Determination letter showing a parcel's current flood zone, and a Historical letter showing the zone the structure was built in. Both are free, with turnaround of 3 business days or less, per the county. Floodplain Management also keeps file copies of Elevation Certificates.
Those records matter if the viewer puts your parcel in a Special Flood Hazard Area. There, repairs that reach 50 percent of market value must meet the county's flood requirements.

Vilano Beach questions
Who issues permits for repairs in Vilano Beach?
St. Johns County Building Services does, because Vilano Beach is unincorporated. It has a St. Augustine mailing address but no city hall of its own. The county generally wants a Clearance Sheet before a permit application, with flood data for your parcel. Whoever does the permitted repair pulls the permit, and we organize the put-back around that.
Is my Vilano Beach water from the county or the city?
Check your bill, because that settles it. The St. Johns County Utility Department issues water notices for Vilano Road and the Villages of Vilano, and it took over North Beach Utilities nearby. The City of St. Augustine also bills some county addresses. For a street-side break, call whichever name is on your bill.
Should I go back to my Vilano home right after a storm?
Wait for officials to clear the island, since A1A and side streets can hold sand and water. Hurricane Matthew left sand overwash on roads here. Once inside, keep power off if water reached outlets, wear boots, and treat anything below the water line as Category 3. Take dated photos before you move things, then call us.
Does a river-side home here need different drying than an ocean-side one?
The drying process is the same, but we look for different entry points. Ocean-side homes tend to take wind-driven rain through walls and openings. River-side lots are more exposed to rising water around the slab. We use thermal imaging and moisture readings to confirm which happened, because the source decides the water category and the cleanup.
