Doctors Lake, Black Creek and the runway subdivisions
Treat this as two risks: water outside and water inside. County officials called Irma "really an isolated incident to the Black Creek and Doctors Lake area," and those are the two waters bordering the island. County docks at Doctors Lake were severely damaged or destroyed. Low lots along either shoreline deserve a flood plan.
The inside risk comes from age. The Navy's auxiliary runways here were demolished in the late 1990s to make way for housing, and Eagle Harbor, Pace Island and Fleming Island Plantation filled in around them. A home from that period has supply hoses, shower pans and a water heater of the same age, unless someone replaced them.

Humidity finishes the job. A slow leak in a closed Florida wall stays wet, so we measure the framing and not just the paint. NOAA's 1991 to 2020 normals at Naval Air Station Jacksonville, to the north, show about 76 days a year with a tenth of an inch of rain or more.
The numbers show how young this community is. About 29,100 people lived here at the 2020 census, Fleming Island High opened in 2003, and ZIP code 32003 dates only from 2004. The Navy airfield that came before them dates from 1942.
Services matched to a subdivision island
Two-story homes, aging appliances and two flood-prone borders shape this list.

Water damage restoration on Fleming Island: CCUA calls and boil water notices
Separate the street from the house. Clay County Utility Authority keeps weekday office hours of 8am to 5pm and says emergency staff take water and wastewater calls at any hour. A break on its side is its job. Everything past your meter is yours, and that is the water we come to dry.
Read every notice before you use the tap. In September 2026 the Authority issued a precautionary boil water advisory for one apartment community on the island after emergency repairs. It told residents to boil drinking and cooking water for at least three minutes until two days of samples came back clean.
US 17, County Road 220 and Clay County permit notes
Fleming Island has no city hall. It is unincorporated, so the Clay County Building Division at 435 Walburg Street in Green Cove Springs handles permits. In a flood hazard area, county floodplain review comes first, before the building permit, and even minor work can need a permit. The Clay County Utility Authority serves unincorporated Clay County, Fleming Island included. Appeals on FEMA's new county maps run through November 18, 2026, according to the Town of Orange Park next door.
Those rules affect the put-back, and whoever does permitted work pulls the permit. We have no reviews or project photos tied to Fleming Island yet. We can state coverage of Clay County, the route over SR 16 and US 17, and a drive of just under an hour.

How we plan the hour from St. Augustine
Plan on an hour. Your call goes straight to owner Dal Beggs, who runs this family business with his son. An emergency can come in at any time, and non-urgent calls work well between 7am and 7pm.
If the Shands is shut, we come around by I-95 and the Buckman Bridge, and we will give you the new time. Before we arrive, close the main, shut off the water heater if its tank failed, and photograph the damage. Clear a path to the wet rooms.
Our visit starts with a free assessment and an estimate, and no sales pressure follows it. If you go ahead, we set up structural drying, take readings daily and hand you the moisture map, photos and written scope.

What customers say
5.0 stars on Google from 8 reviews. Quoted as written.
“I needed a second opinion on my water damage cleanup but about 5 minutes after Dal showed up I realized I should have contacted 1 Call FIRST. They immediately got to work drying out my house and explained everything so well which helped relieve so much of the anxiety I was feeling. The communication and work was all top notch. HIGHLY RECOMMEND!”
“Highly recommend Dal and his team at 1 Call Restoration - great locally owned company. We had a pipe burst that flooded parts of our home - it was such a stressful situation for our family. Dal and his team were amazing through the whole process. They helped us get everything cleaned up and even helped us as we worked with our insurance. Super thankful for their expertise, quality work, responsiveness, and professionalism.”
Fleming Island questions
Could a closed Shands Bridge delay help on Fleming Island?
Yes, it could. The bridge is two lanes and had weekend closures for repairs in 2026, while a four-lane replacement is built with a target of about 2030. If it is closed, we route around, and the 59 minutes no longer holds. We will tell you that when you call. Keep the water off at the main in the meantime.
Will FEMA's new Clay County maps change my Fleming Island flood zone?
They might. Clay County says FEMA is updating its flood maps, with Spring 2027 listed as the anticipated effective date. Search your address on the county's Flood Zone Helper and compare it with the new map. What a change means for your policy is a question for your insurer or agent. Your policy wording and your adjuster decide that.
