Water Damage Restoration in St. Johns County, FL

Water damage restoration in St. Johns County starts with knowing whose rules apply to your address, because three municipalities and a large unincorporated area all sit inside one county. We cover the whole county, about 10 to 45 minutes from central St. Augustine in normal traffic, depending on the community. A condo on Anastasia Island and a new build near Nocatee need different first moves.

St. Augustine, the Beach, Marineland and the Unincorporated County

Sort out the jurisdiction first, because it decides who answers your permit and floodplain questions. St. Johns County held 273,425 people in the 2020 census and about 346,000 by the 2025 estimate. Only St. Augustine, St. Augustine Beach and part of Marineland are incorporated. Everyone else, from Fruit Cove to Crescent Beach, deals with the county directly.

Flood Zones From the Atlantic to the St. Johns River

Look up your zone before you decide anything about repairs. The county regulates its Special Flood Hazard Area, labeled A, AE, AH, AO and VE, and any development inside it needs a construction permit. Its own list of flood sources runs from short heavy rain and seasonal high tides to tidal surge, which it calls the greatest threat.

Storm surge is not theoretical here. The National Hurricane Center estimated 5 to 7 feet of inundation along this coast during Hurricane Matthew in 2016, and a year later Irma left a surveyed high water mark 3.3 feet above ground near Vilano Beach. Drainage problems matter too, since the county also names debris, sediment and overgrown vegetation as causes of flooding.

One practical note for owners who carry flood insurance: the county reports a Community Rating System Class 5 and a 25 percent NFIP discount, applied automatically. Your declarations page and your adjuster are the final word on your own policy.

Water Damage Restoration in St. Johns County, From Coquina to New Builds

Match the drying plan to the house. Census survey data for 2017 to 2021 counted about 115,400 housing units in the county: 87,300 single-family, 20,600 multi-family and 7,400 mobile homes. The county held 190,039 people in 2010, and much of the growth since went into northern subdivisions. Point2Homes also counts about 3,344 homes built in 1939 or earlier.

Each end fails differently. Older masonry holds water in wall cavities that a surface reading misses, so we map before deciding what stays. A young subdivision home needs a dated record first, in case a builder question is still open. A mobile home gets checked from underneath as well.

County applications generally need a Clearance Sheet first, which pulls together flood data, setbacks and minimum floor elevations using your parcel ID. Projects over $5,000 also need a recorded Notice of Commencement before the first inspection.

Water service splits the map again. The county Utility Department supplies water and treats wastewater for its customers, and it takes reports of leaks, low pressure and lift station alarms, with a separate after-hours line. JEA serves much of the northwest county, including Nocatee, and the City of St. Augustine bills some county residents. Your bill names your provider.

How a County-Wide Visit Runs From St. Augustine

Call first, any hour, if water is moving. You reach the owner, Dal Beggs, or his son, and they work out the route, whether that means A1A to the beaches, US 1 south, I-95 north or SR 207 out toward Hastings. Anything less urgent is easiest to handle from 7am to 7pm.

On site we run water damage restoration in a set order: stop the source, take moisture readings, map the wet areas and photograph everything before demolition. You get a free assessment and a written scope before heavy work. For clean-water losses, the water mitigation steps start there. For rising water, flood damage restoration treats it as Category 3 from the first hour.

“Highly recommend Dal and his team at 1 Call Restoration - great locally owned company. We had a pipe burst that flooded parts of our home - it was such a stressful situation for our family. Dal and his team were amazing through the whole process. They helped us get everything cleaned up and even helped us as we worked with our insurance. Super thankful for their expertise, quality work, responsiveness, and professionalism.”
Sara D., Google review, about June 2026
“I needed a second opinion on my water damage cleanup but about 5 minutes after Dal showed up I realized I should have contacted 1 Call FIRST. They immediately got to work drying out my house and explained everything so well which helped relieve so much of the anxiety I was feeling. The communication and work was all top notch. HIGHLY RECOMMEND!”

St. Johns County questions

Which office issues permits for repairs in St. Johns County?

It depends on your address. Unincorporated communities use county Building Services on Lewis Speedway, while St. Augustine and St. Augustine Beach run their own departments. A mailing address that reads St. Augustine does not settle it, so we confirm the jurisdiction before any permitted put-back gets scheduled. Whoever performs permitted work pulls that permit.

Where can I look up a county flood zone letter?

Search your address or parcel in the county's Flood Zone Viewer. High-risk zones there carry the labels A, AE, AH, AO and VE. For a formal answer, Floodplain Management issues a FIRM determination letter at no charge, usually within three business days. It can also tell you which zone applied when your home was built.

What is a substantial damage determination?

It is the county's call on whether repairs in a flood zone must meet new-construction rules. The county's test is restoration cost reaching 50 percent of the building's pre-damage market value. Floodplain Management makes that decision, and our photos and itemized estimate give you the scope figures to bring to that conversation.
