Halifax River Rain Flooding Versus Barrier Island Surge
Identify which flood you had, since Volusia has seen both up close. The National Hurricane Center attributed Ian's inland and Intracoastal flooding in Flagler and Volusia largely to heavy rainfall. The storm left 40 buildings destroyed and 1,378 damaged in Volusia.
Matthew in 2016 worked from the ocean side. The county saw 69 homes destroyed and 467 with major damage, plus estimated inundation of 4 to 6 feet. Sections of A1A collapsed at Ormond-by-the-Sea. Nicole followed in 2022, and erosion damaged beachfront structures at Wilbur-by-the-Sea. Rain alone has done it without a hurricane, too: Daytona Beach counts 790 structures damaged in a 2009 event that brought more than 20 inches in six days.

Either way, storm flood water gets Category 3 handling. Our flood damage restoration page lays out why.
A Long County: Coast, West Volusia and the St. Johns
Expect big differences across this county, which reaches from the Atlantic to the St. Johns River. The county government itself splits it into East, Southeast and West Volusia. Ormond Beach and Daytona Beach sit on the Halifax River side, closest to us by road. West Volusia towns like DeLand and Deltona are the long end of the drive, and their water comes from rain, lakes and the river.

Tomoka River, Spruce Creek and Mosquito Lagoon all add their own low ground.
Housing varies with the land. Census survey data for 2013 to 2017 counted about 178,000 single-family units, 57,000 multi-family units and 22,000 mobile homes. So a storm call can mean a tower on A1A or a slab home off I-95. Mobile homes get a look under the floor as well.
Age and ground matter as much as type. A county public works director said Tomoka Estates near Ormond Beach sits on marshland filled in the 1960s, and homes built then lack today's elevation.

Taking I-95 South From St. Augustine
Call early, because distance matters most here. I-95 is the usual way south, leaving at Granada Boulevard for Ormond Beach or US 92 for Daytona Beach, with US 1 and A1A as alternates when conditions allow. Dal Beggs or his son answers your call, and emergencies can come in at any hour. Save routine questions for 7am to 7pm.
Once we arrive, the steps do not change for the longer drive. We assess the damage for free, run moisture meters and thermal imaging, photograph before demolition and write the scope before heavy work. You keep the photos, moisture logs and itemized estimate for your insurer. Coverage questions go to your insurer or a licensed public adjuster.

Water Damage Restoration in Volusia County: 16 Cities, Several Water Systems
Ask who runs your pipes before you report a break. Deltona shows the split: a June 2026 main break on Howland Boulevard put Volusia County Water Utility customers under a precautionary boil water notice, while residents on City of Deltona water were not affected. Daytona Beach's Utilities Department also maintains city ditches, canals, storm pipes and inlets.
Flood records split the same way. Ormond Beach says every property sits in some flood zone, with A, AE, AO, V and VE as the high-risk ones. Daytona Beach and Ormond Beach both publish a 50 percent rule, so ask your building office before anyone orders materials. FEMA's Flood Map Service Center gives the official map for any address.
Choosing the Right First Step
Match the response to the water you have:
- Clean water from a supply line: water mitigation with extraction and monitored drying
- Rain, surge or river water: Category 3 cleanup before any drying
- Unsure of the cause: start with general water damage restoration and a free assessment
Volusia County questions
Is Volusia County too far for you to help after a flood?
It is the southern end of our range, and we still serve it. Ormond Beach is about 64 minutes from central St. Augustine in normal traffic, and Daytona Beach about 73. After a major storm the I-95 and A1A routes can be slow or closed, so call early and give your exact address. We will be straight with you about timing.
Which building department handles repairs in Volusia County?
It depends on the address, because Volusia has 16 cities and towns. Daytona Beach, Ormond Beach, DeLand and the others generally have their own building offices, and unincorporated addresses go to the county. We confirm the office before any permitted put-back starts. Whoever performs the permitted work pulls the permit, and we keep our scope and photos ready for them.
My condo is on the Halifax River side. Does that change anything?
Yes, river-side units face rising water as well as wind-driven rain. Ground-floor units take the flood, while upper units more often leak through windows and balcony doors. Water coming through a shared wall means your association needs to know right away. We keep separate records per unit, and your association documents and your insurer settle who is responsible.
